For the past 65 years, UNRWA has engaged relentlessly to address the needs and advocate for the rights of Palestine refugees in the West Bank and Gaza, in Syria, Lebanon and Jordan. With instability spreading in the Near and Middle-East, Palestine refugees are facing an existential threat and growing dispossession and despair.

The Special Rapporteur on extrajudicial, summary or arbitrary executions will talk about his annual report to the Human Rights Council on the use of information and communications technologies to secure the right to life: “We must ‘catch up’ with rapidly developing innovations in human rights fact-finding and investigations and ensure that its conduct with respect to digital communications and evidence do not endanger defenders or witnesses.” The expert will also refer to his reports on his missions to Papua New Guinea and the Gambia.

The Special Rapporteur on freedom of opinion and expression will talk about his report on the use of encryption and anonymity in digital communications. The report shows how encryption and anonymity enable individuals to exercise their rights to freedom of opinion and expression in the digital age and, as such, deserve strong protection.
“Discussions of encryption and anonymity have all too often focused only on their potential use for criminal purposes in times of terrorism, but encryption and anonymity provide the privacy and security necessary for the exercise of the right to freedom of opinion and expression in the digital age. The right must be protected. Yet, many States restrict encryption and anonymity, through blanket prohibitions or backdoors, among other measures that weaken the security that individuals may enjoy online”.
