The Special Rapporteur on freedom of opinion and expression will talk about his report on the use of encryption and anonymity in digital communications. The report shows how encryption and anonymity enable individuals to exercise their rights to freedom of opinion and expression in the digital age and, as such, deserve strong protection.
“Discussions of encryption and anonymity have all too often focused only on their potential use for criminal purposes in times of terrorism, but encryption and anonymity provide the privacy and security necessary for the exercise of the right to freedom of opinion and expression in the digital age. The right must be protected. Yet, many States restrict encryption and anonymity, through blanket prohibitions or backdoors, among other measures that weaken the security that individuals may enjoy online”. The Special Rapporteur on the human rights of migrants will talk about his annual report to the Human Rights Council on the management of the external borders of the European Union and its impact on the human rights of migrants: “The EU must bank on mobility in order to regain control over its borders.” The expert will also refer to his reports on his 2014 missions to Italy and Malta.
