COMMITTEE ON THE PROTECTION OF MIGRANT WORKERS CONSIDERS SITUATION IN CABO VERDE IN ABSENCE OF A REPORT AND DELEGATION
The Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families this afternoon considered Cabo Verde’s implementation of the provisions of the International Convention on the Protection of All Migrant Workers and Members of Their Families in the absence of a report and delegation.
Marco Nunez-Melgar Maguina, Committee Expert and Co–Rapporteur for Cabo Verde, expressed concern about non-implementation of the Convention, chiefly in the area of labour and social protection, and the lack of social protection in border areas, which given the fact that Cabo Verde was a country of transit, was a relevant issue. The Country Rapporteur was concerned about clashes between army and police forces with migrants from the Western African region, and wondered if measures had been adopted to address this situation. Trafficking in human beings was an issue of great concern, especially since trafficking in persons had not been criminalized, and Committee Experts raised the question of measures adopted to empower prosecutors, the police and health staff and institutions to counter the negative consequences of child trafficking. Other salient issues in Cabo Verde included the implementation of the Vienna Convention with regards to the obligation of the State to keep detainees informed about their rights, and the possibilities opened to foreign migrant workers to regularize their work situation and their situation as migrant workers.
The Committee will next meet in public at 3 p.m. on Tuesday, 1 September, when it will consider the initial report of Guinea (French only CMW/C/GIN/1).
