Poverty, conflicts and natural disasters displace people and animals. They disrupt health and veterinary services and make it more difficult to manage dog populations and to vaccinate. Effective vaccines have been around for over a century. We also know that the key is to vaccinate dogs - so why do so many people and animals continue to die from rabies?
