Meeting with the Group of Friends of the Palais des Nations

Mesdames et Messieurs les Ambassadeurs,
Chers Collègues,

Je suis très heureux de vous voir aussi nombreux ce matin pour cette réunion d’information sur le Plan stratégique patrimonial pour le Palais des Nations. L’objet de cette rencontre est de vous tenir informés des derniers développements, y compris de vous donner des informations sur la Résolution adoptée par l’Assemblée générale le 27 décembre dernier, et de vous présenter les prochaines étapes de ce projet, comme je m’y étais engagé lors de mes différentes rencontres avec les groupe régionaux.

J’ai à mes côtés Monsieur Clemens Adams, Directeur de la Division de l’Administration, qui effectuera une présentation détaillée du Plan après mes propos liminaires. Nous garderons bien sûr du temps pour répondre à vos questions après cette présentation.

Comme vous le savez, le Plan stratégique patrimonial est l’une des principales priorités de l’ONUG pour les années à venir et nous avons besoin de chacune et chacun d’entre vous pour faire avancer ce projet d’envergure. Le Palais des Nations a besoin d’être rénové et modernisé.

Le 27 décembre dernier, l’Assemblée générale de l’ONU a adopté une résolution qui accorde un budget de 16,6 millions de dollars pour l’année 2014 pour le Plan stratégique patrimonial. Ces fonds vont nous permettre de renforcer de façon considérable l’équipe dédiée au Plan.

Lors de mon arrivée à Genève il y a quelques mois, je vous avais demandé votre aide afin que vous sensibilisiez vos capitales, mais aussi vos collègues à New York, sur l’importance de ce projet et je suis très heureux de constater qu’ensemble nous avons réussi à franchir cette première étape.

Bien sûr le chemin est encore long mais nous y arriverons en fédérant nos idées et nos énergies.

It is crucial to us that you - our Member States, our partners, our colleagues - are an integral part of this process as the Palais des Nations belongs to all of us.

I am fully aware of the financial commitment that the implementation of the Strategic Heritage requires. We are working very hard to lower its overall cost, the projected cost of which is CHF 837 million.

With a view to lowering this overall figure, I continue to solicit voluntary donations and contributions from Member States to renovate conference rooms. Many Member States have already contributed, such as most recently Spain, Morocco and Kazakhstan, and many others over the years. New projects are under way thanks to Turkmenistan, Qatar and the United Arab Emirates. And I am encouraged by the serious consideration of contributions by several other Member States.

Taken together, the projects already undertaken and underway will help to “shave off” substantial amounts. This approach has a dual benefit for Member States: it makes a significant contribution towards taking forward the Strategic Heritage Plan and it gives their country the very high visibility associated with a room named after it. If some of you are willing to also contribute, we would be grateful to discuss options based on the compendium of available rooms that we have compiled.

I am also engaging with the private sector in Geneva to generate further support for the renovation of the Palais. I strongly believe that the business community can help us. They benefit from the international presence here and have an interest in preserving the stature of the City and its heritage.

The support pledged by the Host Country, through a possible low-cost loan of up to 50% of the cost, is an important contribution, for which we are grateful. It comes on top of the very generous CHF 50 million donation made by Switzerland for the renovation of the majority of windows of the Palais to improve the energy efficiency of the Palais des Nations. I appreciate this opportunity to express my sincere appreciation to Ambassador Fasel for the continued support and leadership in relation to the protection of the Palais des Nations.

Before leaving the floor to Mr. Adams, I would like to thank you again for your engagement in this process. Let’s keep working closely together for the Palais des Nations to continue to serve as a safe, cost-effective and sustainable multilateral conference centre!
