"Volunteerism: Avenue for Social Transformation"

Дамы и господа:

Очень рад приветствовать вас в Отделении Организации Объединенных Наций в Женеве. Уже пять лет подряд организация "Вектор дружбы" сотрудничает с Библиотекой ООН в рамках организации данной международной конференции, и мы очень рады этому сотрудничеству. Генеральный директор, к сожалению, не смог присутствовать лично, но просил меня зачитать послание участникам конференции:

“Приветствую вас в Дворце Наций на девятой сессии Международной конференции на тему "Добровольчество - технология социальных преобразований». Позвольте мне сначала поблагодарить Некоммерческую организацию "Вектор дружбы", а также Пермский центр развития добровольчества, за организацию очередного мероприятия в этом году. Также воспользуюсь этой возможностью, чтобы поздравить "Вектор дружбы" с 10-летним юбилеем и пожелать г-же Зубковой и ее команде всяческих успехов в их важной работе.

Тема, для обсуждения которой мы находимся здесь сегодня - это роль и развитие добровольческих инициатив для достижения целей ООН в области устойчивого развития.

В 2015 году, Государства-члены Организации Объединённых Наций приняли коллективный план для преобразования и развития нашего мира на последующие десятилетия. Этот план включает в себя Повестку дня в области устойчивого развития на период до 2030 года, План действий по итогам Конференция в Аддис-Абебе по финансированию развития, Сендайскую рамочную программу по снижению риска бедствий на 2015–2030 годы, а также Парижское соглашение по климату. Взятые вместе, эти новые международные рамочные соглашения определяют наш совместный путь к достижению мира и процветания для будущих поколений. Непосредственной договоренности государств-членов ООН по данным соглашениям предшествовало беспрецедентное участие в разработке вышеупомянутых рамочных договоров как отдельных лиц, так и институтов гражданского общества и других негосударственных субъектов. Девять миллионов человек поделились своим мнением о будущем посредством Интернета.

Повестка дня в области устойчивого развития на период до 2030 года - это план действий на ближайшие 15 лет с пятью взаимосвязанными компонентами важнейшего значения: Люди, Планета, Процветание, Мир и Партнерство. 17 целей устойчивого развития и 169 соответствующих задач этой Повестки дня демонстрируют ее масштабы и амбиции. Новая Повестка дня универсальна. Она применительна ко всем странам независимо от уровня их развития. Повестка дня неделима. Она не предполагает, что государства выберут некоторые цели из списка и будут работать только над их осуществлением, забывая об остальных задачах. Повестка для по устойчивому развитию подразумевает комплексный подход и горизонтальные решения.

2016 год - это первый год на пути проведения Повестки дня в жизнь. Поэтому сейчас важно чтобы она стала точкой отсчета для всех: правительств и государственных органов на всех уровнях, а также общества в целом. Она должна стать повесткой дня на всех уровнях: в столицах, городах, поселках и деревнях, при активном участии парламентариев, гражданского общества, научных кругов и частного сектора.

Новая Повестка дня ориентирована на обеспечение реализации потенциала всех людей в условиях достоинства и равенства, и в здоровой окружающей среде. Таким образом, необходимо обеспечить участие самих людей в проведении этой повестки дня в жизнь. Вот почему такой акцент ставиться на обновленное глобальное партнерство и солидарность в интересах устойчивого развития, центральным составляющем которого является участие всех заинтересованных сторон, всех граждан и народов.

Volunteer groups are explicitly mentioned as stakeholders and an integral component of this new global partnership. Their capacity to create new possibilities for interaction between governments and people, and their ability to enhance and foster civic engagement is recognized.

I hope you will agree with me if I say that volunteerism is based on the same universal values that form the basis of the 2030 Agenda: solidarity, social inclusion, empowerment, mutual respect and reciprocity, as well as the wellbeing of communities. Today, millions of people all over the world engage in volunteerism to contribute to peace and development. Their initiatives aim to tackle poverty, assist refugees, protect the environment, and improve access to education, just to name a few areas. Every year, the United Nations Volunteers programme alone, mobilizes more than 8,000 volunteers, with 80 per cent of the volunteers coming from developing countries. The UN General Assembly resolution on “Integrating volunteering into peace and development: the plan of action for the next decade and beyond”, adopted in November 2015, recognised that volunteering could be a powerful means of implementation for the Global Goals. The accompanying Plan of Action for 2016-2030 aims at integrating volunteering in peace and development policies and programmes through a strategic and collective long-term approach that is consistent with the efforts to implement the 2030 Sustainable Development Agenda.

With this in mind, what role can volunteers and volunteer organizations play in ensuring the achievement of the Global Goals?

Let me offer some suggestions:

- First, volunteers should be informed about the Sustainable Development Agenda, and the goals and objectives of volunteer organizations should be aligned with those of the Global Agenda;

- Second, volunteers need to spread the word about the Sustainable Development Goals among the communities they work in. The Agenda will be of no use if it is only known to some people in New York, Geneva and country capitals. Volunteers are present around the globe, from large cities to the most isolated places on the planet, and we need volunteers to encourage and foster local engagement. Volunteers could also help in translating the Agenda into various languages and dialects to achieve universal understanding.

- Third, volunteer groups should plug into processes and plans that are being developed this year by national governments as preparation for the implementation of the SDGs. Volunteers can provide technical support, share their expertise and strengthen communities in all thematic goal areas. Volunteers can also reach out to marginalized groups – persons with disabilities, older people, indigenous communities, migrants and groups at risk of discrimination, exclusion and poverty - to help ensure that no one is left behind and to steer people’s contributions into collective actions. Volunteer groups can serve as a link between authorities and local communities.

- Finally, volunteer organizations can assist in measuring progress of implementation by collecting data and supporting participatory forms of planning, monitoring and evaluation.

When speaking about civic engagement, we must recognize the incredible value and power of youth volunteerism. Today, the world has the largest youth population ever, with 1.8 billion young people across the planet. Social transformation will not happen if we do not invest in this extraordinary resource. Volunteer engagement represents a meaningful way for young people to participate in society while acquiring knowledge and skills, and building their capacities. Mobile phones, the Internet and online social networks connect young people across continents more than ever. Their voice has never been louder. We must use this opportunity to bring the young people into our joint efforts to contribute to the implementation of the global development agenda.

Volunteerism is a way to strengthen people’s ownership of the 2030 Sustainable Development Agenda through enhanced civic engagement and enabling environments for citizen action. I look forward to learning more about your ideas and strategies on how volunteerism and volunteer organizations could contribute to achieving sustainable future for all.”
