HUMAN RIGHTS COMMITTEE PUBLISHES ITS CONCLUDING OBSERVATIONS, DISCUSSES ITS WORKING METHODS, AND CLOSES THE SESSION

The Human Rights Committee this afternoon published its concluding observations and recommendations on the reports of Russia, Cambodia, Côte d’Ivoire, Cyprus, Croatia and Monaco, agreed on the agenda for the future discussions on its working methods, including lists of issues prior to reporting and the use of amicus curiae in the discussion of individual communications, and closed its one hundred and thirteenth session.

Fabiàn Omar Salvioli, Committee Chairperson, in his closing remarks, said that during this session, the Committee had reviewed and adopted concluding observations and recommendations for six States, namely Russia, Cambodia, Côte d’Ivoire, Cyprus, Monaco and Croatia. In its press release issued today, the Committee deplored the executions in Indonesia, which ran contrary to the Committee’s concluding observations on this State. The Committee adopted 31 communications, and in 14 of them it had found violations of the International Covenant on Civil and Political Rights; it found no violations in two communications, found 10 inadmissible and discontinued its consideration of five.

The Chairperson said the Committee also adopted lists of issues for dialogue with six States in the future: Benin, Republic of Korea, Iraq, Austria, Suriname and Greece. The note on the forthcoming General Comment N°6 had been adopted as well, and a half day discussion in preparation for this General Comment would be held during the next session in July 2015.

Mr. Salvioli then announced new mandate holders: Sarah Cleveland as the Follow-up Rapporteur on Concluding Observations, and Yadh Ben Achour as Deputy Rapporteur; Victor Manuel Rodrigues-Rescia as the Follow-up Rapporteur on Communications; Sir Nigel Rodley and Yuval Shany as the Special Rapporteurs on Communications and Interim Measures; and Ahmad Amin Fathalla as the Rapporteur on Reprisals.

The Committee’s one hundred and fourteenth session will be held from 29 June to 24 July 2015, during which it will consider the reports of Canada, France, Spain, The former Yugoslav Republic of Macedonia, United Kingdom, Uzbekistan and Venezuela.
